Effie Trinket Costume!
Fashion wise this is my favorite Hunger Games character. She's also the most fun to dress up as because of her over the top look. Here are a few ways you too can look like Effie Trinket. And may the odds be ever in your favor!
Obviously Effie's clothes were custom made for the movie but you can find similar items out here in the real world.

With all of her looks you are going to need a pale foundation. You can use a liquid or a powder or both. Apply the liquid first and set with powder. These are available at most drugstores but if they aren't click the links below the picture.

She also conceals her lips before she applies lipstick so they match her skin and also conceals her eyebrows. You could bleach them temporarily, but personally I would just conceal them.
