Fashion wise this is my favorite Hunger Games character. She's also the most fun to dress up as because of her over the top look. Here are a few ways you too can look like Effie Trinket. And may the odds be ever in your favor!

With all of her looks you are going to need a pale foundation. You can use a liquid or a powder or both. Apply the liquid first and set with powder. These are available at most drugstores but if they aren't click the links below the picture.
She also conceals her lips before she applies lipstick so they match her skin and also conceals her eyebrows. You could bleach them temporarily, but personally I would just conceal them.
In the Reaping look she is wearing a bronze lipstick and a pretty matte pink eyeshadow.

For her lipstick, apply the light color on the outside of the lip and the darker color on the inner part of the lip. You can use two different lipsticks or use this dual one.
